The survey, carried out in May, looked at the speed of access, as well as network delays and loss of data for broadband users in 42 countries. The only country to have broadband quality considered adequate for future internet applications, such as high-definition video and large file-sharing, was Japan.
Sweden, the Netherlands and Latvia ranked second, third and fourth respectively, and Korea, which has a the world's highest broadband penetration rate of 94 per cent, was ranked fifth.
Australia came in at a distant 27th, behind the likes of Romania, Bulgaria and Greece.
